Front License Plate Holes

Ok, I finally get my plates and I go to install the front ones, and the holes don't fit (line up with the actual license plate). What gives? Am I supposed to drill them myself? I went to the dealer, and he said that he would drill the bumper and attatch them that way.
Should I bother, is it worth the hassle? And isn't there a stipulation in the law that says you don't have to mutilate your car to attach the front plate?
What have you guys done about this?

I got one of those Autospeed front licence plate plackards. It is illegal not to have a front plate, but you will rarely get a ticket just for that--it is usually just added on to another fix-it ticket. I would leave it off until you actually get cited for it, and then decide what to do.
