I believe CA has a law that goes something along the lines like this:
If you are the original owner (no title change or anything), you dont need to smog your car until it changes title/ownership.

"License plate light is out..." Ha! They say that every time... I hate that. Last time I told the officer I know that the light is functional and ON, and that I felt his reason was false and to let me go back there and look at it with him... He got pissed off, ordered me to stay in the vehicle, and that he wasn't going to write me a fix it ticket this time, but to have it looked at and said I was lucky he had another call and I was free to go. Granted, I was leaving a bar which is known for having many people drive drunk after being there, so he was looking for a reason just to pull anyone over. But I was not drinking, and my driving was not erratic in any way. So it pissed me off when I saw like 5 totally wasted frat guys pass us by while I was pulled over.
I'd say I've been in my vehicle, or a friends vehicle and been pulled over about 5 or 6 times, and EVERY time they say "I stopped you because your license plate light is out"...

hRm... what if you carried a spare around with you then when a cop stopped you for it as an excuse, just be like.."oh, no worries i have a spare, gimme 5 min and it'll be all better"
