Painters Tape - This is a blue tape, similar to masking tape, but different in that it is semi-translucent and will allow some light to pass through it. This is important for bikes who's headlamp fuse is tied into another component that cannot be disconnected (digital tach, for example). This tape will not melt and will not leave residue on your bike when the day is done.

Well since you aren't riding bikes,why do it? Every time I've talked to people (SRIC, which is > SCIC) that tape their headlights say it's to keep them from getting cracked if a rock hit them. And if it's for your lights, then why tape the WHOLE front area? (see John's Z)

There for a couple of reasons, but the initial reason was due to reduce glare.
It started off as a way to disable to DRLs for cars. Other benefits is to prevent the glass from shattering however that is irrelevant because, if you tape up the front head lights, why not tape up the rear tail lights since those are prone to cracking too.
Why people tape up their front ends? Its a car show thing so you don't get rock chips, or maybe to poor to get a clear bra. Dis regardless, taping up hoods on the track is pointless imo. Sure you can prevent a rock chip on the front end, but the rock chips that matter is on the windshield. You're taking it to the track, you are expecting some sort of damage either outside or inside of the car.

The paint on the front end is just like Franco mentioned to protect the paint. But a nice sharp rock/object will still get through.
