Stock turbo is water-cooled. Turbo timer is nice insurance but not necessary. A lot of folks still have 'em - just make sure that the model you get can be wired to work with whatever security system you end up using. There was one problem reported with a turbo timer when a WRX was involved in a crash on a road course. Though the driver was okay, the car suffered additional damage after the impact because the turbo timer kept trying to energize the fuel pump and it was fueling the fire.
Read threads in Engine Management forum and use Search feature to find specific topics about stock turbos and boost. Generally, you can increase boost to about 15 or max of 16 PSI but this should be accompanied by some sort of fuel enrichment. There are diffent ways to accomplish this. All covered in Engine Management.

From my experience from multiple wrxs... you aren't anywhere near stock internal explosion with the stock turbo. Hell... I'm at 342whp in my 02 wagon with just under 72k on the setup (car has 93k). Sure its a ticking time bomb, but the stock internals and stock drivetrain are holding up really well (knock on wood); and haven't given me any crap yet.. except for clutches :-P.
And mind you, I don't just toot around in my car. I beat it like it owes me money, every day. I take out my day full of being on my knees or standing on a ladder pulling wires and splicing feeds on my little subie :-(.
