Bar and plate generally offer free-er flowing paths, but less suface area/thermal efficiency.
Tube and fin generally offer better thermal efficiency at the expense of a little more resistance (pressure loss). They are also generally lighter for the same requrements.
As to which is better it depends on he application and your requirements.
