04 WRX BAD Hesitation Btw 3000-5000rpm

I need some help...This is a brand new 2004 WRX wagon. 4000 miles on the odo. Car is all stock. Nobody has a clue - and I think it may be a defect on many cars not just mine.
Car has been at dealer for 5 weeks.
They have done the following:
Reflashed ECU
Replaced Spark Plugs
Replaced A/F Sensor
Replaced Turbo
Checked countless circuits, valve clearences etc.
After a battle with the $4000 bill since my car "looked" like a rally car they complied, but the car is not fixed. Same as when I dropped it off.
When accellerating, light or heavy the car just stutters and hestitates between about 2700-5000 rpm. Then at 5000+ it takes off and is normal. The car will also somewhat violently buck on decel if coming off heavy gas...(does this a few times a day)
I also drove another brand new one off the lot and it had the same stuttering / hesitation between 3000-5000. Is this a defect?? Are these cars bunk?? I want my 2002 WRX back!!!!
Anyone else with a 2004 WRX having this problem. I want to die.
THANK YOU.

I have the same problem but the anly thing is that it comes around 1500 and 2000. I hate it! at first i thought it would go away but now that you mentioned it i think there is a defect too.
I have this problem.
"The car will also somewhat violently buck on decel if coming off heavy gas...(does this a few times a day)"
I can't say that I have general hesitation in the lower RPMs.

I have a stock wrx '04 wagon also...
I can't say I have experienced any of this hesitation. I usually shift between 4-5K rpm, and it pulls just fine right up to it.
I am starting to think I am noticing some quirks, tho; about once a month I get the weird "takes too long for ignition to turn over" thing (which has been discussed before and seems to be 'normal'), and sometimes when I shift up to 3rd it seems like the revs settle down too much, and I get a dip in power for a second. I dunno...
BUT, as for the violent shake when letting off the gas, this seems to be a normal turbo characteristic. I'm no turbo authority, but I think it's cuz you got a turbine spooling up and it doesn't like to be shocked by the sudden accelerator drop-off. Always come off the gas slowly and smoothly after heavy acceleration.

Is it shuttering or more like a slight rocking like someone is pushing and pulling on the car. Some where here there is a thread that talks about this and the fix was to remove the downpipe cats. If it is, now have the dealer check the cats. They may place high flow cats on in place. Moderator Peaty may know what i'm talking about. As for the decel bucking i think its just the turbo. I have noticed it a few times but rarely. Usually if i am on the gas hard and i have to get out of it quickly before i push in the clutch. If you back off easy it's ok. This may go away. I am at 6000 miles and no trouble.

As for the hestitation between 3-5k I can't say I've expereinced it in my 04 wrx sedan. It seems to be just fine for me. But I definitely hope you get the problem fixed.
