Upgraded to a VF22 w/ball bearing

To any of you who have done the same, I have a question...
As you know the stock turbo boosts about 13.5psi stock. You also know that at 5500rpm that boost level drops off to about 11psi or so.
Last Saturday, I installed my brand new VF22 with ball-bearing center section. To my surprise when I drove it the car is only boosting 0.70bar(greddy gauge)!!!!! The only good thing I see is that now it will hold this 0.70bar of boost all the way to redline.
SO, why is my new turbo only boosting 0.70bar of boost? Other mods that I have are as follows:
1) uppipe from MRT
2) 3" downpipe with 3" high flow cat
3) Injen intake
4) 5Zigen cat-back
The only thing I can think of is that the turbo is flowing the same as the STOCK turbo but at a lower boost level.
