Yeah...

Since the chassis is still fairly new, not a lot of people have been rallying them so the market for a good functioning light bar doesn't really exist.

Best bet is to build something yourself.

There is a pretty extensive thread on NASIOC for auxiliary lighting. The Ultimate Auxiliary Lighting and Mount Thread - NASIOC

There's a lot of good stuff in there to brainstorm on and get ideas. If you dig deep enough, there are examples of stuff from all skill levels and resources.

As someone who has a friend with an '08 WRX with an HID kit, I know 1st hand that they do NOT work well with HIDs in them. They are actually quite bad and glare a lot. You can't drive in front of his car, even with a 30% tint and an auto dimming mirror.

Food for thought... DIY Request, Squirrel finder mod.

In my opinion, I found that the factory Halogen lights have more forward glare then the plug and play HID kit.

They go for $140 new each but ill let them both go for $175. I settled with some 4" on my gc. And man they are bright.
Here's a test shot of my 4" before I mounted them on.

About the light bar...

I personally don't own one, but one of the 2.5i guys on Nasioc has it forsure.

The RI bars for the '08-'11 Impreza are crap. RI has made some great bars for previous generations but for the third generation, they completely dropped the ball and I try to advise people away from them.

The Hellas are good. All of Hella's products are top notch. But if you were planning to mount them to your RI bar. Well... You going to have a bad time.

I think HIDs are fine. The '08-'11 housings work pretty well with them. Although Brfatal will insist that HIDs be done by the book. My gripe with your choice is the color temperature. Why 10k? Those are going to be incredibly blue and on the verge or useless.

And then the catback... Tsudo does make a catback for the '08-'11 Impreza. They call it "N1" as it's an N1 style exhaust. No big deal. But the S2... The S2 is a Scion exhaust. You're probably going to have some problems with that.
