It happened about 7 a.m. on 19th Street near the intersection of S Street.
Witnesses said the woman was hanging on to the passenger side of the car as it sped down 19th Street.
"Initially I was mad because he cut me off, but then I saw her hanging on to the door. I didn't know what to do so I just started honking. I didn't know if he knew that she was hanging on, I didn't know why he wasn't stopping, I didn't know why she wouldn't let go," witness Jeremey Khoo said.
With the woman still hanging on, the vehicle sideswiped another car that was parked on the street, killing the woman. The driver then fled the scene.
Police said a witness tried to follow the driver, but lost track of the car several blocks away.
"A Good Samaritan witness saw it as it occurred, was outraged, and made attempts to stay with the vehicle that fled from scene," Sacramento Police Department Lt. Ken Bernard said.
The victim's identity has not been released.
The car is described as an older maroon or brown Cadillac or Oldsmobile Toranodo. Police said the vehicle likely has significant damage to the passenger side.
Anyone with information is urged to contact the Sacramento Police Department.

i had a neighbor whose daughter was runned over, and then dragged by a truck with a lowered rear end, so she was caught in the rear, being dragged along for a bit. it happened infront of my old high school in lodi. and the worse thing about it was that it was right after the time school got out. so there was a ton of witnesses. the driver also hit two other people who were walking along with the girl as well.

Was the driver a drunk of duty cop?
