ive looked this building up on google earth.. its a government building. They knew it was going to look like that from the top view but didnt care because when they build it they didnt think that a lot of ppl would see the roof. After ppl started seeing it. The government spent millions of dollars to do reconstruction of the building within the last couple years.

Both ways facing swasticas have meaning in the Buddhist religion. The ***** bastardized one of them. Since then Buddhists have moved away from using that particular orientation of it. Leave it to **** douches to ruin a symbol that had been a good one for thousands of years before. That's what you call an epic fail!
