what's to keep her from just staying with the current car? it sounds like in her current situation, even if she downgraded cars, she'd still be overpaying quite a bit for whatever she drives.
as for paying down the CC debt, a few thousand shouldn't be so bad... there are a lot of little things that are pure BS that people spend money on every day that can be cut-out and that $$ can go to credit cards. is she the kind of person who gets a starbucks every morning and buys lunch every day? that adds up to hundreds of dollars every month that could be used to paying off CC debt.
step 1 is to take the cards out of her wallet and just forget about them as a payment option.
step 2 is making more than the minimum payment, or even if that is all she can afford, she should continue to make that payment ammount even as the minumum goes down. that will greatly accelerate the payoff time.
step 3 would be to cancel the cards, especially if they have annual fees. cancelling them basically protects her from future rate increases and annual fees and her only obligation is to pay them off under the current conditions and payment structure.
