BTW, you realize they're talking about using the poor little bastards as recon, not as grunt soldiers, right?
This isn't as far-fetched as it sounds; the Navy experimented with using dolphins to detect and defuse underwater mines. I love animals (they taste good grilled); the reality is that an intelligent 5 pound animal can go places and remain undetected where a human cannot.

The Army has dogs they use to find mines and during Operation Desert Storm soldiers ran camels across a minefield (there is a video of this but I can't remember where). It does make sense though..........if monkeys flew a spaceship by God they can fight with Charlie.
