its just official paper work that can be filled out to contest a ticket. You turn it in (along with the full fine amount) before your court date and you dont have to show up to court.

You wait 6-10 weeks waiting to receive some thing back in the mail waiting to see if they found you guilty or not.

If you are found not guilty, congrats and you will get your money back in 6-10 weeks after that Kinda sucks it basically will take 12-20 weeks to get your money back, but hey you get it back haha (but while you're waiting to get the money back the state is making interest off your money).

I dont think theres a percent of who they let off or not, but it has multiple factors that can push your case one way or the other.
-is your driving record clean?
-what was the infraction
-whats mistakes (if any) were made by the officer
-your reasoning behind why you think you should not be at fault

So when i turned in my paperwork, I had to pay the full fine amount. I got my letter in the mail saying I was let off, so basically now im just waiting for a check in the mail to get my money back.
