I did a trial by written declaration and had the case dismissed.
I just got off the phone with the court, requesting all documentation regarding this case.
After receiving said documents, I plan on filing a compliant against the officer, the department, and demand a refund of money.

Cliff Notes:
Paul drives through Sebastapol.
Newbie cop sees Paul.
Cop doesn't like Paul's exhaust (too loud).
Cop pulls Paul over and tow's car.
Tow truck doesn't bring flatbed so he drives Paul's car to the impound.
Paul yells "ZOMG HIS EXHAUST IS DISTURBING TEH PEACES!!!"
Cop gives ticket and fine.
Fast forward to now.
Paul wins.

Coming home from my 20th High School reunion..wife driving my STi.
Cop did not like my exhaust.
Impounded the car....said it was illegal to be operated on a public road.
Couldn't tow it, so he had the tow truck operator drive my car to the yard.
Cop also tried to prevent me from taking my personal items grom the car.
So, net time I go to Sebastopol, I might do this:
