Just to remove?

~$50 maybe. ~$10 to remove and ~$2 or so disposal fee (per tire).

Yeah a dude wants to buy my wheels, but doesn't need the tires. Is it possible to remove your own tires or do you need special tools? I'd pretty much be selling my stock wheels for $100.

Why does he care about the tires? Tell him it's $150 either way - if he's going to put new tires on the wheels the removal/disposal fee will be included in installation of his new set. I'm so sick of all these god damned buyers "oh, I don't want those tires anyway so I'll give you less, or make it a PITA for you to sell them to me". F U BUDDY

The tires are pretty wasted anyways, he said it would be easier to transport without the tires. Isn't $200 (the total price he'd end up paying for the rims with tire removal) still a good deal for just the rims?

Question - why does he want wheels without tires? Is he using the wheels for a table or something? If he's planning to put them on a car, the wheels will need tires, when he buys new tires for those wheels, the removal of the existing tires are included in the cost of mounting the newly purchased tires.
