its a link to a site that plays an embedded flash of rick astley singing his one hit wonder, while bouncing your web browser all over your desktop and not allowing you to close it.

it usually results in people needing to ALT+F4 or kill the process from the task manager.

You missed the part, that once it finally stops bouncing all over your screen, and you close it. It starts giving you popups with all the lyrics on it so you can sing along!
