it works, really.
You can change the filename extension of just about any file but the Windows bitmap image format is different than the compressed JPEG specification. JPEG is a 'lossy' graphic image format that achieves a smaller file size by using an algorithm to 'compress' areas of like colors at the expense of image quality.

Some programs might be able to display or use a .bmp file that has been renamed with a .jpg extension but those programs must have been able to read the BMP specification in the first place.

Irfanview is a free image viewer and graphic file converter that loads fast and doesn't consume as much memory as full-on image manipulation tools like Photoshop or others.
