Well, the way I see it is, buy an STi that's faster already out the box. Spend that 10k on suspension and some go mods and you will be tearing that Elise a new one.

I have a video on my comp of an Elise keeping up with a Ferrari F-50 on some track.

and for the $40k, that's a TT Elise, much more expensive.
