Ya... its just hurting those who will follow the law (and those who would normally but will not follow these..). Criminals are criminals and will continue to disobey/break the law.

No matter what the law, people will break it. It's the speed limit argument: posted speed limit is 55, people do 60. Speed limit is decreased to 45, people will still do 60.

No law is perfect, but any law can be broken.

 

There are also those will will reduce their speed to 45
