He told me that he was a few weeks away from graduating from Heald and was in an internship program with Tech corps? But is now left looking for experience through internships.

mmm craigslist will be his best bet. I know some places that are "small" have the philosophy of "renting" IT so he could find some internship experience at a company that has him float around without paying him.
