who freakin cares... so they were having fun while on duty. apparently it wasn't against the rules at the time it happened. OMG!!1!1 they're having teh sexz0r.
what's the difference between someone being asleep, eating a meal, or getting their groove on when the fire bell rings? as long as they're on the truck when it rolls out, there's really no impact. if they caused a delay, there would be an issue there, but i haven't read about anything of the sort.
