The first thing you need to do is figure out what license she will be under. M1 or M2.
check out the motorcycle handbook
she's gonna need an M1 to ride anything other than a ruckus or metropolitan (some models).
1. Get permit (written test)
2. Get her signed up for an MSF class. (1-800-CCRIDER)
3. Turn in MSF certifiacate to DMV in exchange for license.
or you can take the riding test at the DMV instead of the MSF (not recomended)
When I took my MSF course there was one person there who intended to ride a scooter to/from school. She still had to learn on a regular bike though.

4. shift
5. stop

My mom has one of those little hondas, pretty fun to ride around on & i would consider it a real alternative to driving for the 1-10 mile range. Plus a gallon of gas will go like 100mi haha

Almost the same MPG as a scooter, small size (I saw one at the sierra college used car weekend thing), and about the same price.
