All the experts say that dressing better than your pay grade makes you stand out, makes you look like you're more professional, willing and ready to advance. Besides, taking on the extra responsibiilty like your buddy has is what gets you promoted, or gives you experience for your resume in order to get better jobs at other companies.

you gots to make your own way in this world. raises and promotions don't get "handed out" to deserving people anymore. you gotta make sure you get noticed and go after what you want.
i sat at the same dead end job for 5 years expecting to "get mine". i busted my butt, quietly did my thing, always put in extra effort. it never happened, so i left that place and "made mine". 2 years and 30% increase in pay later i couldn't be happier. my wife started doing the same thing not too long after i did and she's up almost 40%.
if it means dressing up a bit, or taking on a little extra workload, or going that extra step, you HAVE to do more than the bare minimum these days and you have to make sure it gets noticed. talk yourself up during reviews, sell yourself, etc... but it has to be done honestly and NOT by making others look bad. that just makes you look like a tool.

I guess I could rephrase myself and say that it depends on what your job is and where you work. At previous employers I have worked hard and beyond what my title included, but I got shafted and got no reward for it other than more and more work! My current job was a little like that until I made it known I was looking for advancement and got it with the right timing. I honestly don't plan on staying here for more than a year at most and then am moving onto the career I want.
