The closest without going past the actual TOD wins. I am sure there will be a press release because of how public this thing has become that will say when she finally kicks it.
If the news only gives a "she passed away sunday evening" thing everyone's name that gave a time that meets the criteria will be put in a hat and a winner will be drawn at random.
If your date passed before she does, you can feel free to make another guess. However guesses edited within 6 hours of TOD will be subject to heavy scrutiny. And to be fair (I bet you never thought I would say those words) if someone contests the winner I will allow those that guessed and clearly did not win to vote in a poll that I will create to resolve the dispute.

If I guess 1pm and soggy guesses 2pm then my guess is valid from 1pm to 2pm correct?
If so then my guess shouldn't get dumped until 2pm.
I don't need to change my guess. I'll risk it and and make another more informed guess when soggys time passes.
