if your tires are all season (m+s) you likely won't be required to use chains. if they aren't, carry some low profile cables like r4nd0m says. make sure you put them on ALL 4 tires, not just the fronts though, bad things can happen if you don't.

HAHA, I wanna see someone try to honestly drive with the RE070's in the snow, I can't even get traction on a water droplet with those things, I couldn't imagine snow....
Well if you look around on Nasioc, everyone thinks they are the greatest snow tires ever it looks like LOL!!...
I wanna get some tires that are M+S that can also do good on dry pavement, so I can go up to the snow have some fun, then come back and not have to change tires when I want to go around a corner

i like those Japanese OE style rubber web style "chains."
they look like they'd work on low profile tires and not damage the wheels.
and would prolly satisfy the "other traction control device" part of that law.
too bad no one in the states sells/makes them.

I would never go up there without carrying them. It is better to have them and not need them then get stuck up there and need them and not have them.
If you only put them on two tires, put them on the fronts, not the rears.

I've never been asked to show my chains, and I would think that a shovel would be better at getting you out of trouble than traction devices. By the time you realize you need chains, putting them on is going to be much more difficult than digging out.
Having said that, I chained up my buddy's 4wd Tundra in Shasta and we needed them.

I am wondering if anyone has been checked because of this rule?

Does DCCD qualify as "traction devices"?
if you're worried about being "legal" by the letter of the law, go on ebay and get a small light set of cables for cheap and keep them in with your spare tire...
if a CHP officer asks you do have them...weather they fit or you'll ever need to use them is a different story.

In PA it snows a decent amount and chains are illegal there. But like NYR said about the mid west, people just learn to drive in it. I came from a Valley in CA. Never driven in the snow before going out there. Never purchased new tires for the winter either. I just used the All Weather tires that came with my Legacy. They work AWESOME. You just have to be smart in your driving.
i've heard people say "drive like there's an egg between your foot and the pedal" but i've neverthought of it that way.
snow is no problem. just slow down and use controlled movements.
yeah a little slipping and a little sliding...but when you're only going 10 mph you don't get very far.
i grew up driving in snow and can say that i'd take snow over ice ANY DAY OF THE WEEK!
once you hit ice you're at the mercy of the ice and your momentium.
no amount of tire, AWD, traction control will help you then.
i don't know how those people do it in the midwest when there is just one sheet of ice for a freeway for 4 months out of the year...you'd have to run studded tires. it wouldn't make sence not to.
