It's oxidation on the outside. Yours just may be so extreme that you need to go deeper. Perservere man!

i've been debating using sandpaper, almost scared to.

Java did mine and he buffed them out, using a 3m compound and then wax they're still clear till this day.

Jarek i bought a drill so I can try this on the wife's car sometime.

DON'T use sand paper.
I always use 3M rubbing compound and it does wonders.
Yes, oxidation is outside, not inside

I bet if you used a transparent paint in the color of "smoke" it would look pretty sweet as the chrome would still show but it would be darker.
