Because those aren't "new" axles. They're "remanufactured", which usually means hot-tanked, greased, and rebooted, unless they've physically snapped or were missing parts - failure rate on remans is way high. You have to pay a serious chunk for actual new axles.

I know this because I've had Inna look me up two new front axles because I nicked the boots on both sides when installing my front Coilovers and leaking grease. I've been patching them up when the I notice them leaking but I'm going to have to get new ones likely soon.
