so some guy set his resolution WAY to high on his monitor and it burned out the monitor. The new guy instead of testing the computer, or even trying to scroll through properties without being able to see, or go into safe mode to test it.... Automatically tells the guy his graphics card "blew up" and he will need to 'order and new one and replace it'. So he gives the guy a loaner laptop. Somehow I get handed the ticket(i guess they put in two). I plug the computer in, works fine ... so I walk it back over to his cube... doesn't work(only thing has changed as the monitor). I try to start it in safe mode, still "out of range"... walk over a new monitor, works perfect....

What kind of monitor? Ive never seen one burn out by setting the res too high... unless its like 15 years old.

I didn't know you could set a resolution too high unless you had a resolution forcing program.
