Car Info: I've had cars...BRZ next
There is a big "Showdown" coming soon with many of the "Subaru" players coming (Cobb and Vishnu are only two). Your question is too "open ended" though. What do you mean better? They both make quality product that has been tested rigorously

I've had and have a few Vishnu products on my rex right now. I think that Shiv makes an awesome product. I have only heard things about Cobb. I have heard good things about them. The good thing about Cobb is they have a better handle on Altitude issues. Shiv seems to have a problem tuning for the altitude. It is a plus that Cobb is in SLC. Both produce quality products. If your looking at a chip, I would go with Cobb. I've had a Vishnu chip before the UTEC and it was running really, really rich. They just couldn't get a correct map for the altitude.

Vishnu
I currently have a Vishnu Stage 0 on my WRX and I am loving it! It just seems to get beter and better.
To be honest, I considered both Vishnu and Cobb before buying. The biggest reason I went w/ Vishnu is that Bret @ Flatirons is a Vishnu Technician and is real cool about solving problems and giving advice on everything. Not to metion he knows his shtuff!
It just didn't sit well with me that I'd have to go to SLC to get any kind of service on the Cobb stuff. If there were a Cobb Technician in the Denver area, the decision wouldn't have been so cut and dry for me.
