I think saying that two people make a cute couple is a positive note. Unless otherwise, you intentionally find someone you dislike or even hate, then it might be offensive. On top of that, pairing up with a nice gal can't be bad at all by any means, let alone offensive.
There is a difference between "Oh, you two would make a cute couple!" and "Oh, you two are dating." Both implications are way different, so logically, I don't see how that's starting ****. But if someone says, "Oh, they're both looking at his crotch." That, my friend, is starting ****.

it's ok saying someone looks like a cute couple when they're actually a couple. In this case we're not a couple, not even dating. I don't hate her, she's a cool person. I only see her as a friend.
