Ford decided at the last minute not to pull out of the WRC for '04. But Hyundai and Skoda are already out.

They do have one, but it won't be released in the US anytime soon.
The Focus RS is available in europe is a Cosworth Duratech 2.0L engine w/ rally suspension and jazz like that. But, I think its still FWD car and only has 170HP, so its more of a SRT-4/Civic Si competitor then a WRX/Evo competitor.
Regardless, an AWD turbo Focus in the states would be awesome. Liking the Ford Focus is one of my guilty pleasures (just don't tell my friends
)

Actually the Focus RS is a WRX/Evo competitor. It is still front drive but it has 212hp and according to reviews I read it can hang with the normal WRX partially because it has more torque (229).
And as far as the WRC goes according to Speed's coverage of Monte Carlo, Skoda will return by the 4th or 5th rally.
