MODIFYING VEHICLE EQUIPMENT STANDARDS
Chapter 306 (HB 2465)
Removes the decibel requirement from RCW 46.37.390, which prohibits excessively loud mufflers
Effective date: June 7, 2006 RCW 46.37.390
(3)No person shall modify the exhaust system of a motor vehicle in a manner which will amplify or increase the noise emitted by the engine of such vehicle above that emitted by the muffler originally installed on the vehicle, and it shall be
unlawful for any person to operate a motor vehicle not equipped as required by this subsection, or which has been amplified as prohibited by this subsection. A court may dismiss an infraction notice for a violation of this subsection if there is reasonable grounds to believe that the vehicle was not operated in violation of this subsection.

He only gave me a ticket for speeding. He didn't even hear the exhaust, I was stopped on the side of the road with the car off before he was within 3-400ft. He just happened to notice the muffler and gave me an FYI about the new laws.

here's some info on emissions. When it is required and whether or not you must have testing done(dependent on your zip code)

I am preparing a letter along with numerous pictures of illegal vehicles in Washington. I will be purchasing a spl meter to measure all sorts of vehicles from motorcycles, cars, trucks modified and stock. I would like assistance in gathering pictures of violations outlined in the websites above, even if they are your own car. The only thing I ask is that the license plate is NOT in the picture (don't want to get anyone in trouble). If anyone has any websites with exhaust db levels for various kinds of exhausts(any type of car) I would appreciate the help.
Some specific pictures I am looking for:
lifted pickup trucks
lifted pickup trucks without mudflaps
lowered vehicles of all kinds
vehicles with headlights lower than 24 inches
pictures measuring the height of headlights from the ground
i have a few others and will update with wanted pictures

good info, thanks. YIKES some pretty high dB numbers. I wonder if they got those levels using the accepted method?
