I'm thinking it's a load of BS. 55hp just from different tuning? Anything is possible I guess, but don't you think we'd all have done it if it worked? 
I think to get to those numbers you'll have to look at cams, intake, exhaust as well as engine management. But I could be wrong. I'm headed in that general direction, albeit at a slow pace.

220 might be hard to get but you'd be happy with some light bolt on mods. Easiest things would be header and exhaust. borla makes a nice setup and it's a easy install (header wise). cams make a good differance but their goes your warrinty from the stealership.
I've installed a set of cobb cams on a guys 98 2.5RS and it pulls very hard. installation isnt too tricky just time consuming, espically with the quad cam setup, but MY00 dont have that setup.
I question HP gains on intakes but they sound neat and are a relitivly cheap upgrade. A better than factory clutch is nice as well as a lighter flywheel.
The car handles great as is, I have a 93MR2 with lot of mods and it just keeps up
. their is always room to improve on though.

All in all the RS's are fun cars, with a few mods you'll be grinning from ear to ear. 220 might be possible but your looking at a good chunk of cash their. Given enough money most things are possible though.

No way just an ecu will have all those gains on a non-turbo car. There are lots of bolt ons that will get you close to 200hp without getting into the engine or costing alost of $$$
-Intake $99
-Header $308
-exhaust$300-$450
-underdrive pulley $210
-short shifter $89
The 2.5rs is a fun car. You can also do a bolt on turbo for 288hp!!
