now I'm not saying it looks good (it doesnt) but its not that random. The car is a RUF CRT2, a VERY fast car. The bottom half of that wing is the stock CRT2 wing, attached to that is the GT-2 Race wing (the older Gt-2 w/ the bolt on fenders and as you can see BIG wings). Now why did they attach the two I dont know but its not as hideous as you may have originally thought.

I saw that pic of the RUF a few years ago. Most likely that wing is functional for the 200+mph that the car is capable of. At 200 mph would you rather have style or function? I agree with not ripping on a car that cost 10 times as much as ours and would whoop the poo out of most anything else on the road.
