Super Air's come with an onboard ballast system that retain the water at the push of a button; I assume by baggs you mean "fat-sacks" that you fill with water in order to sink the boat deeper and increase the size of the wake.

So to answer you question, yes it does, but it is a much better system than just the big baggs you fill.
