The police may not hassle you for modifying your car, but I believe it is still illegal. You have to have some "friends" to pass inspection (which is expensive) and the speed limits in Japan are very low and there is a lot of traffic

Those are JDM headlights and those wheels are an option in Japan

 

i always thought the JDM lights were blacked out.

 

Maybe they are now, the picture of the white car above looks blacked out. I took the photo last year (before the STI came to America) and I just checked the catalog I had picked up and the cars had clear lights.
