Personally I would start out with a nice wheel and tyre package. Your car is only as good as the surface it uses to get there. At the same time, or as soon as you get the money I would then go for some CUSCO coilovers. They work great, and are IMO well worth the money. Then your brake upgrades. The Scooby Sport one sounds great. Mixed in there somewhere I would put a new cat-back exhaust, and straight up=pipe and down-pipe. After you do those things then I would add some of your appearance things you want. Personally, all the things I would do is STi headlamps w/ HID, painted sideskirt, and STi hoodscoop. THere are a lot of people with only this and it looks great, and not too flashy.

After these things it would be up to you, and would depend on what you like to do with your car. Possibly USDM STi shortblock? New turbo? FMIC? Its all up to you and what you want in your car.
Cheers

Wheels, tires, suspension, get sti lip, paint it and skirts. You could always paint the headlight housing too.
