background: I actually bought one and now i got screwed because the motor was bad so please don't try to sell me a bad motor, I'm already at a loss from buying the motor and installing another bad motor.

yes i've tried rs25.com, no luck there either

 

try the guys that run this shop/site, looks like they have a couple brand new 2.5 blocks as well as a rolling 2.5 chassis (doesn't have too much info on the engine itself besides it being a DOHC so maybe i'm wasting your time) for $750.

Does anyone know if the DOHC can be installed in the place of the SOHC?
It's an 03 2.5 Impreza TS so I don't know if the mounts/wiring/transmission/ECU will mate up to it

just in case you might have done this. You'd have to run SOHC heads I believe with all the TS intake manifold and accessories and whatnot. But if you did that, you also would have to run thicker headgaskets because the compression on the DOHC block is higher.
