You can't powder coat forged rims because they use electricity to adhere the powder. I don't know exactly what the issue is, but it isn't good for them.
Unsprung weight is the difference and is the reason why you want forged rims. That lightness DOES make a noticeable difference in vehicle response IMO, but not everyone cares about that difference.
I've never seen a set of stock BBSs go for $400 on here. It does seem that 5x114s do go for less than 5x100s though, due to higher demand.

Drive my car then yours and you'll see it's not...... Noticeable weIght is having a 300+lb Passenger n ur car through hwy 17...

This has nothing to do with GST...you can put two people in the same car and one will win and one will lose. A skilled driver is a skilled driver. The RIMS won't have anything to do with that. So what if they run Rotas? Just because someone races them doesn't make them awesome rims. It makes them rims 
In a road car it isn't going to be a night and day difference, but the difference will be there. I had Volk LE37s on my previous car and the difference was easily noticeable vs cast/machined OE rims when I put some on to sell it. You can think what you like, but it won't change reality.

The unsprung weight of a wheel controls a trade-off between a wheel's bump-following ability and its vibration isolation. Bumps and surface imperfections in the road cause tire compression—which induces a force on the unsprung weight. The unsprung weight then responds to this force with movement of its own. The amount of movement, for short bumps, is inversely proportional to the weight - a lighter wheel which readily moves in response to road bumps will have more grip and more constant grip when tracking over an imperfect road. For this reason, lighter wheels are sought especially for high-performance applications. In contrast, a heavier wheel which moves less will not absorb as much vibration; the irregularities of the road surface will transfer to the cabin through the geometry of the suspension and hence ride quality and road noise are deteriorated. For longer bumps that the wheels follow, greater unsprung mass causes more energy to be absorbed by the wheels and makes the ride worse.
