oh, and to answer your question, or rather the DMV to answer your question, yes, curb weight is the weight of a vehicle with all fluids and full tanks of gas.

what did you think it was?

even the numbers you posted for the EVO and RS were curb weights

RS: 3175 lbs
Normal EVO: 3263lbs

first off, test weight doesnt mean anything, your talking about test equipment plus weight of the driver,
