You dumbass, it says tested weight 3280lbs, AND you even linked to a review of a JDM spec EVO MR. Get that owned sign outta here. Unless you want to use it on yourself.

if you say the curb weight is the actual weight, I will laugh at you.

oh, and to answer your question, or rather the DMV to answer your question, yes, curb weight is the weight of a vehicle with all fluids and full tanks of gas.
what did you think it was?
http://www.dmv.ca.gov/pubs/dl648/dl648pt13.htm
even the numbers you posted for the EVO and RS were curb weights
RS: 3175 lbs
Normal EVO: 3263lbs
do I get to laugh at you now??

"Motor Trend weighs each vehicle tested at the office on scales we own with a full tank of fuel, sans driver. Those weights are NOT comparable to what the manufacturer lists, which is why we weigh them ourselves. Each manufacturer weighs their own vehicles but with different standards, some with fluids some without, etc."

second, well here...
"The 2.0-liter inline-4's extra power isn't the only thing that makes this car quicker. Mitsubishi engineers cut its curb weight by nearly 300 lb. This was done by swapping the steel roof for an aluminum one, and installing lightweight BBS 17-in. alloy wheels. The result: a 3085-lb., 5-passenger sedan that goes (and stops) like an Italian exotic."
