New CF hood for 04 $400
I have a brand new Seibon CF hood that will fit a 04 WRX or STI. It looks like the one below but does NOT come with the reverse scoop. You will need to re-use your existing scoop, or get a CF scoop.
Never installed. Wife doesn't like it
$400.
This hood uses the stock latch, and is pre-drilled for the wind shield washer nozzles, and is a complete bolt-on.

I don't know, its brand new, never installed it. 
The vents come with a cover that bolt on to the underside of the hood, so you can block off the vents in the winter, and open them up in the summer.
Also, the vent mesh can be removed and spray painted black (which was what I was gonna do).
