Low Voltage error??

I have a 2004 WRX and i'm having problems with my v1 accessport...
Everytime i try to reflash my ecu with the stage 1 map going from the stock map, it keeps bringing up an error saying that my car's voltage is too low... Alright, the first time i tried it, it was without a charger hooked up. The second time i tried, i hooked my battery up to a charger and was reading at a constant 14 volts and it STILL said i had low voltage.
Would this be because of my battery?
I even disconnected my 150amp fuse that is used for my sound system prior to the install just to make sure that all the power was dedicated to the car only, and not split with my 1500 watt amp. The only other thing that i can think of would be my pioneer avic-d3 that could be drawing power... but that shouldn't be a problem i would think.
Any ideas? Any help would be appreciated.
