I think a wrx wagon has the same front fenders as a wrx so I don't see why it wouldn't fit.

I don't see why it wouldn't. I know the stock sedan fenders are slightly wider with a few little cosmetic things. I hear that people swap the sedan onto wagon fenders all the time.
