a stupid ? but where does this go, and correct me if i am wrong but it keeps the headlights shine pattern level...

 

After you have properly aimed your headlights assuming normal weight loading, the switch will allow you to adjust the aim of the lowbeams from inside the car. Usually this is to compensate for extra weight due to rear seat passengers or stuff in the trunk/cargo area.
