Actually if the Mono amp is stable at what ever ohm load the two speakers combined creates, then yes it would power them. Mono Means one channel not one speaker. I have a mono amp that is stable to 1 ohm and i have installed ones that were stable down to .5 ohm, some amps create more power as they drop ohm load and some produce the same wattage at all supported ohm loads.
The AMP your selling is stable at 2 ohm and 4 ohm. I'm not sure of the Ohm load of the 12s Jac has but if they are 2 ohm and dual voice coil like the information i have found, then you can create either a .5 or a 2 ohm load. since the amp is stable at 2 ohm you want to wire each dvc 12 voice coils in parallel and the two speakers together in series this would create a 2 ohm load and would give the 12's 300 W.RMS/per give or take a few watts. This is around the middle of the RMS road for those speakers. personally I would use a 800 to 1k watt mono amp to push them so that your wattage is closer to the speakers peak rms (not to be confused with MAX wattage).
