The Verizon Iphone5's are GSM unlocked out of the box. It can work on AT&T's network by putting an ATT Nano-SIM. However it will use ATT's 3G bands since it does not have the antenna to operate on ATT's 4G LTE frequencies.
AT&T and SPRINT Iphones are locked!

I traded my iphone 4s in yesterday when Verizon opened and got 2 iphone 5's 32gb both with upgrades on my line and payed a little less than $500 for 2! I dont understand why someone would pay $1000 for a phone that will become obsolete in less than a year. Good luck.
