I'm telling you that it's for the Impreza/WRX body's:
If there are the 4 clips in that bag you pictured (and probably 1 screw each), I would say you've got yourself a complete roof rack. All Impreza/WRX's have anchor points under the black plastic weather stripping on the roof (left & right). I believe you slide the weather stripping forward or backward about half-inch and then you can pick it up. There are 2 anchors per side that the metal clips bolt to.
