will this lip fit an 03 wagon?

 

I believe you would need the front bumper off of a sedan, but don't take take my word, i am not for sure on that.

yup, killaho on i-club is selling his sedan fenders, u can probably pickup a bumper somewhere cheap and buy this lip and u'd have a look like the above pic, except in blue.
