Not a safe mod. No material should be removed from a brake caliper unless you work on the design or testing of that specific caliper. Same goes for removing material from a wheel.

Manufacturers will build in a certain amount of 'cushion' to take into account extended hard braking down grades or a slightly porous casting but the extra material also dissipates heat.

The person buying this kit should make certain your wheels can clear the relocated rotors without modification.
