Steering Wheel + Air Bag: $200
The Charge is from an 04 STi, and the Cruise Control Plug is missing.
To swap this into your car, you will need to swap your charge onto the airbag, and solder your cruise control plug to the wheel. This method allows you to keep your clock spring, and you won't need a new one.
